Why is Communist China Allowed to Set Up a CCP Police Outpost in America?

China calls them “unofficial” police stations to do “administrative tasks,” but the presence of CCP police on US soil is deeply concerning. The Human Rights Group Safeguard Defenders issued a report that reveals a CCP police precinct in New York City that is tied to a “non-profit” called the American ChangLe Association (ACA). The NYPD has jurisdiction in New York City. CCP police do not, and yet they use a variety of tactices to catch and involuntarily remove Chinese nationals back to the Chinese mainland. Why are they allowed to do that?

The US is not the only place where these police outposts are being set up. The first “batch” is said to encompass 30 precincts in 21 countries, including Canada. The Human Rights group is calling it ‘transnational repression.’

“An outpost in New York City was among the “first batch” of 30 overseas police service stations in 21 countries set up by the Public Security Bureau in Fuzhou city, the capital of the southern coastal province of Fujian. Other Chinese cities also set up their own outposts abroad.

The Chinese police authorities’ division in New York was opened on Feb. 15, according to Dongnan News, a media outlet backed by Fujian provincial government. The center, called Fuzhou Police Oversea Service Station, is located at 107 East Broadway, inside the headquarters of the American ChangLe Association (ACA), a non profit with close ties to the Chinese regime.

The potential for disaster and international conflict is high with this situation. CCP police are there to monitor Chinese immigrants whom they often make “disappear.” The rub is that this batch is only CCP Police from Fujian Province – other provinces are setting up their own police outposts.

The ACA is working with the CCP to help establish these police outposts. They helped set up the precinct in New York in April of 2022.

Safeguard Defenders research into the methods of Involuntary Returns showed that the Sky Net campaign – which includes operation Fox Hunt targeting higher value suspects – surpassed 10,000 successful returns by Christmas 2021, from 120 different countries. Our deep-dive into individual cases also demonstrated how only about 50% of those reported were successful, and how most involved dissidents or individuals that had fled religious and/or ethnic persecution.

Allowing a foreign police organization to operate inside the United States is extremely foolish. Does Mayor Eric Adams condone forced returns?  (We thought New York was a “sanctuary city.”) Whether these are minor criminals, fraudsters, or just Chinese nationals fleeing persecution, the CCP police are violating the sovereignty of the United States by operating within our borders.
