The Greenburg Dossier: School Board Member Involved in Keeping Personal Info on Parents, Minors
Jann-Michael Greenburg is the former president of the Scottsdale, Arizona School Board. But he stirred up a hornet’s nest when his father shared a file that he has been keeping on parents critical of curriculum and students in the school district. That file contained “social security numbers, emails and correspondence with school officials, automobile license plate numbers, photos and videos of parents and minor students, background checks, divorce proceedings, social media accounts, and parent addresses.” The file is being called the Greenburg Dossier.
The blatantly illegal file was stored on a Google drive that was in the possession of the President of the school board, Jann-Michael Greenburg. It was inadvertantly shared by Mark Greenburg, his father. The board voted to replace Mr. Greenburg as president, but he said he will remain on the board “until all the facts are known.” Parents want him to resign or be fired, period.
The first fact is that social security numbers are NOT public record. It is blatantly illegal to give them to any third person without the permission of the SSN holder. License plates numbers are available to law enforcement, but running them in a state or federal database is illegal without being authorized. It is highly unlikely that Mr Greenburg’s file is a “permissible use.”
The manner in which driver license or MVR information may be released is regulated by the Federal Driver’s Privacy Protection Act (or DPPA), 18 USC 2721-2725 as adopted in Arizona law, Title 28, Chapter 2, Article 5.
The DPPA requires you to have a “permissible use” for requesting and receiving an MVD record that contains personal identifying information (e.g., a person’s driver license photograph/image, Social Security number, driver license number, name, address and medical/disability information). The Motor Vehicle Record Request form lists all permissible uses.
Photos and videos of the parents AND minor children is extremely problematical – it means he likely enlisted a private investigator in this process or he’s spent a lot of time documenting his pet project. The Scottsdale Police Department is investigating the matter, as is the State Attorney General’s Office.

The Arizona Attorney General sent a letter to AG Merrick Garland demanding that the DOJ investigate the file. The same DOJ that has been illegally investigating parents. That’ll help.
I urge the U.S. Department of Justice and the Federal Bureau of Investigation to immediately open an investigation into this matter…Parents have a First Amendment right to assemble, and speak, in order to question the decisions public officials are making—especially when it involves the well-being of their children.
There is no place in America, under fundamental concepts of liberty, wherein parents should be surveilled, threatened, and intimidated for asserting their constitutional rights and raising concerns about their children’s education.
Not only are governments—and school boards—prohibited from depriving a person of a constitutional right, a dossier containing information on those who wish to participate in their children’s education and peacefully petition their government should concern all Americans of good conscience.
