A Broward County Captain ordered the deputies NOT to enter the school at Marjory Stoneman Douglas High School after the shooting. Instead she told them to “stage” and create a “perimeter.” It was an action that seems to fly in the face of every law enforcement agency’s training and policy for an active shooter situation. The delay may have been critical.
Fox News reported,
“Multiple sources told Fox News that Captain Jan Jordan was the commanding officer on scene. In an email responding to Fox News’ request for information, a BSO spokesperson wrote, “Capt. Jordan’s radio call sign is 17S1.”
The massacre on February 14 killed 17 people and wounded 16 others.

Sources told Fox News it was Jordan giving the commands because they were recorded on the dispatch logs coming from Jordan’s radio insignia 17S1, or “Seventeen Sierra One.”
In the email, the BSO spokesperson also shed some light on the allegations against Jordan’s commands writing, “Captain Jordan asked if a perimeter had been established after the shooter left the building.”
Fox News replied to BSO with more follow-up questions, but has not heard back despite multiple requests into its media relations office. BSO’s explanation about the perimeter command might indicate, as Fox News reported, that Jordan knew more information than other law enforcement on scene, and her commands to stage and form a perimeter may have been valid.”
By not having the Broward County Officers enter the building immediately, they would have been stalled at a critical time. The perception of Coral Springs Police was that the deputies were “hiding” behind their cars and not entering to help the victims. Reports of emergency medical teams being prevented from immediately entering the school have also been at the forefront of criticism on the response.
Captain Jordan’s orders were to be followed, even if the deputies disagreed with them. According to the Sheriff’s office own protocol, the deputies were required to enter the venue to preserve life. “Forming a perimeter” or “staging” were not priorities unless other circumstances were in play.
The command to form a perimeter occurred approximate 11 minutes AFTER the shooter began firing. So the question arises, what did Captain Jordan know and when did she know it? Deputies had discovered that the tape from the incident had been rewound by 20 minutes. Did she know this and that’s why she ordered a perimeter? Did she believe that that Nikolas Cruz was gone when she did it? If so, why would her order stall EMT and police from reaching the victims?
The investigation into the timeline of this incident continues by Broward County, the Florida Dept of Law Enforcement, and the Florida legislature.
