A plethora of MA gun bills pending in the legislature are attempting to discourage people from purchasing guns in the state. H3782 and H3756 are just two of them that place undue burdens on both sellers and purchasers of firearms in Massachusetts. The hearings on these and numerous others will be August 28 at 10:00 a.m.
The MA gun bills -a liberal’s fantasy lineup
Section 122 of chapter 140 of the General Laws is hereby amended by adding the following paragraph:-
Every person licensed to sell, rent or lease firearms shall, for each firearm, contact the Massachusetts State Police Crime Laboratory Ballistics Section to test-fire the firearm, photograph the firearm and prepare ballistics reports based upon their examination to be submitted to along with the make, model, serial number, caliber, barrel length, and gun surface finish for the gun transaction to the Massachusetts Instant Record Check System and Firearm Records Bureau. After the gun information has been entered, every licensed person shall contact the National Instant Criminal Background Check System.
In other words – the State of Massachusetts has to test fire, photograph, and prepare a ballistic report on every firearm before you even get it. THEN the background checks. Way to put your state employees in a bind, not to mention the firearms purchaser. Brilliant. But that’s not even the half of it:

SECTION 1. Paragraph (8) of section 129B of chapter 140 of the General Laws, as appearing in the 2016 Official Edition, is hereby amended by inserting after the word “information”, in line 299, the following words: – or who fails to annually notify the licensing authority pursuant to paragraph (11A).
SECTION 2. Said section 129B, as so appearing, is hereby further amended by inserting after paragraph 10 the following paragraph:–
(11A) Notwithstanding the provisions of paragraph (9), a cardholder shall annually verify by written notice, in the form of a sworn affidavit or declaration to the licensing authority that issued such card, that the cardholder has not lost a firearm or had a firearm stolen from the cardholder’s possession since the date of the cardholder’s last renewal or issuance.
SECTION 3. Subsection (h) of said section 131, as so appearing, is hereby amended by inserting after the word “information”, in line 399, the following words:– or who fails to annually notify the licensing authority pursuant to subsection (l).
SECTION 4. Subsection (l) of section 131 of said chapter 140, as so appearing, is hereby amended by adding the following sentence:– The holder of each such license to carry a firearm shall annually verify by written notice, in the form of a sworn affidavit or declaration to the licensing authority that issued such license, that the license holder has not lost a firearm or had a firearm stolen from the license holder’s possession since the date of the license holder’s last renewal or issuance.
So let’s review. A police report is not good enough for the state of Massachusetts because those darned law-abiding gun owners are so evil they’ll probably not report the theft of their guns. So every single year, they will have to file an affidavit verifying that none of their guns were stolen or lost.
So let’s add H2044 to the mix: it attempts to make gun owners civilly liable for anything that happens with one of their guns if they failed to report it lost or stolen.
SECTION 1. Section 129C of chapter 140 of the General Laws, as appearing in the 2016 Official Edition, is hereby amended by inserting after the third paragraph the following paragraph:-
Whoever fails to report the loss or theft of a firearm, rifle, shotgun or machine gun that is later used in the commission of a crime shall be civilly liable for any damages resulting from that crime. The liability imposed under this paragraph shall not apply if the owner reports the loss or theft of such firearm, rifle, shotgun or machine gun to the commissioner of the department of criminal justice information services and the licensing authority in the city or town where the owner resides within 24 hours of the owner’s knowledge of such loss or theft.
That’s not counting the other bills to be debated:
One gun a month;
Banning all standard magazines;
Mandating annual inspections of guns by local law enforcement;
Mandatory live fire training for licensing;
Requiring liability insurance for all gun owners;
By now you’d have thought MA gun bills would be completed. But no, they’ve got more waiting in the wings – why? They’d love to keep citizens from being armed at all.
