In keeping with delusional legislators across the country, Maryland Democrat Pam Queen is pushing HB 704, which would require an embedded tracker on all guns before they could be sold or transferred. Except that the technology doesn’t exist yet. (Breitbart) It’s the same kind of delusion that went into bills in other states that required “smart guns” that only the owner could shoot and would be useless for many situations. Or the one that required an embedded serial number on every bullet casing. There are no smarts in Smartville.

HB 704
FIREARMS TECHNOLOGY: FOR the purpose of prohibiting a person from engaging in a certain bulk firearm transfer unless each firearm that is part of the transfer contains a certain tracker; requiring a seller or other transferor who engages in a bulk firearm transfer to transmit to the Secretary of State Police certain information; providing that a violation of this Act is a civil offense; requiring the Secretary to establish a certain database; and generally relating to tracking technology for firearms. HB 704 is for “bulk firearms transfers” of more than 10 firearms, but clearly states that EACH firearm must contain the chip. Each firearm must have an embedded RFID chip that is trackable and can’t be removed without destroying the firearm entirely. The information of such transfers is required to be sent to the State of Maryland to a particular database that will be set up for name, address of owner, date, location, name of the firearm manufacturer, and the specific firearms. That should be no problem since the technology doesn’t exist at least yet. The bill punishes those who participate in such a transfer and carries a civil penalty of (no more than) $2500. The bill states it will go into effect on October 1, 2023. Which isn’t going to happen.
HB 704 amounts to simple wishful thinking on the part of the anti-gun crowd. Like “smart guns” that are ridiculously impractical, or serial numbers on bullets that would be tedious (not to mention impossible) this bill demands a tracking chip that doesn’t exist yet. Which means Democrats will probably pass it.
