Saif al-Adl is the Al-Qaeda Chief in Afghanistan. In a statement aimed at foreign fighters around the world, he told them to come to Afghanistan to train, and in so doing, they should target the West as a member of the terror group. In effect, they are stating that Afghanistan is now a safe haven for terrorists.
“Al-Qaeda is firmly ensconced in Afghanistan, and has established training camps in 10 provinces, as well as religious schools, safe houses, a weapons depot, and a media operations center … al-Qaeda is telling us it plans to use this terror infrastructure to attack the West.” Bill Roggio, editor at Long War Journal, and senior fellow at the Foundation for Defense of Democracies
The Taliban attained full control of Kabul, Afghanistan in 2021 after the Biden administration’s disastrous withdrawal. Since then, various terror groups have taken up residence or seriously increased their presence there, including Al-Qaeda. The al-Qaeda chief in Afghanistan is only one of many people beckoning foreign fighters to the country.
Al-Adl envisions the Taliban as a great “model” for Islamic governance and looks forward to having more terror attacks worldwide. With severe restrictions for women on dress, behavior, schooling, and religion, that ‘model’ is an egregious disaster for all women trapped under the rigid Islam of Afghanistan. It’s only of the many problems that can be directly laid at the feet of the Biden administration.

According to multiple United Nations Monitoring reports, “the Taliban and Al-Qaeda remain closely aligned and show no indication of breaking ties” and that their “relationship remains strong” as of 2024.
The U.S. Intelligence Community Annual Threat Assessment states that while al Qaeda has reached an operational nadir in Afghanistan and Pakistan, its “regional affiliates on the African continent and Yemen will sustain the global network as the group maintains its strategic intent to target the United States and U.S. citizens.” Fox
