Woman Raped on a SEPTA Train – Passengers Videoed It, Didn’t Help Her.

It appears to be an epidemic in some larger cities: people videoing crimes and not calling 911. It happened last week in Philadelphia, when a woman was raped on a SEPTA train (Southeastern Pennsylvania Transportation Authority) in full view of passengers and no one bothered to step in to help her or even call 911. But they did video the act. If it weren’t for a transit officer finally intervening, the suspect might have gotten off with no punishment whatsoever – and he is an illegal immigrant.

‘If you see something, say something’
The mantra pushed by the FBI is that if you see something, say something. In this day and age, the mantra should be if ‘you see something, film it and maybe you’ll get famous on social media.’ The SEPTA train incident is only one of many.
The suspect in the SEPTA train incident is an illegal alien named Fiston Ngoy, 35. He is a Congolese illegal with a history of sex offenses and should have been deported in 2015. He was also arrested in 2017 for a sex offense. The victim had several drinks before entering the wrong train. She also stated she does not know Ngoy.

Passengers on board a metro Philadelphia train filmed a man raping a stranger for over 30 minutes, cops said, as its revealed that the alleged culprit has been living in the U.S. illegally since 2015.
Fiston Ngoy, 35, was arrested and charged in the horrifying attack last Wednesday on board a Southeastern Pennsylvania Transportation Authority (SEPTA) train near the suburb of Upper Darby.
Police say that as many as 10 bystanders on the train did nothing but pull out their phones to film as Ngoy sexually assaulted the stranger shortly after 9.15pm through 9.52pm – when an off-duty transit worker eventually called 911.
Some police officials considered charging the bystanders with a crime, but the local prosecutor said they would not do so.
Atlanta, Georgia
Similarly, in Atlanta on October 20, a woman was murdered by a man who was ultimately killed by police in a high rise apartment building. The initial reaction of people was to film it with their cell phones. Although in that case people DID call 911, many did not, and posted their videos on social media instead.
Just a reminder to the public to please call 911. We did start receiving phone calls but social media received information, and has received more information, quite frankly, than we have received through our 911 center. So for us to be able to appropriately respond and assess, we just ask if you can put down your camera, put down your phone, call 911 and then allow us to do what we do.”
