The hazard of having a weak, incompetent president is that every penny-ante dictator on the planet uses their platform to threaten the United States. With Xi Jinping barking about Nancy Pelosi’s trip to Asia (and may have won that exchange, since Taiwan is not on her published itinerary), now Russia has entered the fracas. Putin targeted the US in a new Navy doctrine, and promised the use of their new Zircon hypersonic missiles. He signed the 55 page doctrine on Russian Navy Day – Sunday, July 31 – shortly before his speech.
“The main threat to Russia is the strategic policy of the USA to dominate the world’s oceans…The key thing here is the capability of the Russian navy… It is able to respond with lightning speed to all who decides to infringe on our sovereignty and freedom.”

Putin targeted the US in his speech, but went on to say that another threat to Russia is the expansion of NATO, which occurred when Sweden and Finland became members. As we previously reported, Finland shares an 800 mile border with Russia, which has contributed to the tension between the two nations.
Putin’s speech came on the same day as a drone attack at the headquarters of Russia’s Black Sea fleet on Sunday. Russian officials say the attack, which saw a drone drop an unknown explosive device, injuring at least six people. It is unclear who is responsible for the attack.
Putin spoke in St Petersburg, which was founded by Tsar Peter the Great. Russia’s new “strategic policy” is to resist the United States and become a great maritime power. And of course, he made no mention of Russia’s actions in Ukraine.
Russia may use its military force appropriately to the situation in the world’s oceans should other soft powers, such as diplomatic and economic tools, be exhausted, the doctrine says.
Putin did not mention the conflict in Ukraine during his speech but the military doctrine envisages a “comprehensive strengthening of Russia’s geopolitical position” in the Black and Azov seas.
It also set out the Arctic Ocean, which the United States has repeatedly said Russia is trying to militarise, as an area of particular importance for Russia.
Russia’s vast 37,650 km (23,400 mile) coastline, which stretches from the Sea of Japan to the White Sea, also includes the Black Sea and the Caspian Sea.
Putin said the delivery of Zircon hypersonic cruise missiles to the Admiral Gorshkov frigate would begin within months. The location of their deployment would depend on Russian interests, he said.
Putin targeted the US and Nato in his new naval doctrine. Xi Jinping is using threats and intimidation to alter US diplomatic efforts. Iran attempts to intimidate the US on a regular basis. North Korea thinks they would like to do that. Some of this is just saber-rattling and bluster. Some of it has actions to back it up, and our nation needs a strong leader to stand up to it. Unfortunately, we do not have one.
