Jefferson City, MO – HB 1108 in Missouri has absolutely no chance of passing. It was introduced in February by Rep Andrew McDaniel, and still hasn’t been assigned a hearing. The bill requires every resident of Missouri between the ages of 18 -34 to purchase an AR-15 if they are not legally prohibited. The bill is referred to as the McDaniel Militia Act, according to the Daily Caller. But it had a purpose.
The companion bill required all adult Missourians to be armed. Both bills offered tax credits for the firearms purchase. That one will never pass either. McDaniel knew that. He had a reason.
The sponsor, Rep Andrew McDaniel (R- District 150) did it on purpose to reveal the absurdity of government “mandates.” As a former Deputy Sheriff, McDaniel wanted people to see how the proposals to add more restrictions and barriers to law abiding citizens were creating problems for law abiding citizens.

The News Leader reported:
McDaniel says it “points out the absurdity of the opposite side,” and their proposals to “add more requirements and barriers for law-abiding citizens.” The former sheriff’s deputy says he decided, “let’s get back at them.”
No hearings on the bills are scheduled. McDaniel says if anything moves forward, he would focus on tax credits and strip out the other elements.
“Every resident of this state shall own at least one AR-15. Any person who qualifies as a resident on August 28, 2019, and who does not own an AR-15 shall have one year to purchase an AR-15. Any resident qualifies as a resident after August 28, 2019, and does not own an AR-15 shall purchase an AR-15 no later than one year after qualifying as a resident.” from the Text of HB 1108

McDaniel has served for 5 years in the Missouri State House of Representatives. So he lived through the Ferguson riots and knows full well that not everyone in Missouri is a law abiding citizen.
