Marvin Richardson is a 30 year veteran of the ATF, and was acting ATF director. He had developed good relationships with the Firearms industry. Those relationships are likely why the Biden administration gave him the boot – demoting and replacing him with US Attorney Gary Restaino. It is obvious that the Biden administration wants to make the ATF a gun control agency with law enforcement powers only.
A few of the Senators who voted against David Chapman for ATF Director felt that Marvin Richardson would be a good fit for permanent Director. But someone in the Biden administration disagreed – they accused Richardson of being “too chummy” with the firearms industry. His attendance at this year’s Shooting, Hunting, Outdoor trade show somehow created that perception among the gun control crowd. The rank and file of the ATF was dismayed at the demotion, because according to Bearing Arms, he was popular.
Richardson is an African-American career ATF official who has spent more than 30 years with the agency. His demotion means he has not only been passed over twice for nomination to become the permanent director but is now being shuffled out of the acting director position mere months before a permanent director may be confirmed. The move follows a recent New York Times article featuring complaints from gun-control activists which labeled Richardson “an industry-friendly subordinate pumping the brakes” on President Biden’s aggressive gun-control initiatives. It risks creating a backlash that could jeopardize the President’s second attempt to install a permanent head for the agency.

At least some ATF sources perceive Richardson’s demotion as a politically-motivated punishment. A second ATF source with dozens of years of experience confirmed Richardson is being replaced by Restaino. They said the demotion was likely a result of perceptions inside the administration that Richardson is too friendly towards the gun industry.
The fact is that some of the tips about straw purchases were made by the firearms industry. Forming solid relationships with gun dealers is the only way such tips will continue. The Biden administration continues to demonize gun dealers and firearms manufacturers by going after “rogue” players that exist primarily in Biden’s confused head. Making the ATF solely a gun control agency may cause a ripple effect away from helping them in any way.
All of this comes as the administration nominated yet another gun control advocate, Steve Dettelbach for director, as we previously reported.
