Kansas SAFER Bill Would Allow Armed Teachers

A bill being debated by the Kansas legislature, dubbed SAFER (HB 2789), has some stiff opposition. Kansas House Lawmakers heard testimony for nearly two hours on Tuesday morning about the bill that would allow trained teachers to bring their weapons into the school. Except…teachers have been allowed to do that for several years. But apparently some liberals can’t read. They are focused solely on the wording in this new bill.

The actual title of HB 2789 is “Creating the Kansas staff as first emergency responders (SAFER) act.” While the vast majority of the bill simply directs school districts to implement increased security measures and cooperation with law enforcement, the one section that is causing the dust up is Section 5.

“New Sec. 5. (a) The board of education of any school district may
authorize any employee of such district who has a license to carry a
concealed handgun issued pursuant to K.S.A. 2017 Supp. 75-7c01 et seq.,
and amendments thereto, or who desires to obtain such license, to obtain a
license with a SAFER schools endorsement. Any employee who has
obtained a SAFER schools endorsement on such employee’s license to
carry a concealed handgun shall be designated as a SAFER schools team
member by the board of education of such district. All SAFER schools
team members shall be authorized by the board of education of the district
employing such members to carry a concealed handgun in any building of
such district in accordance with K.S.A. 2017 Supp. 75-7c10, and
amendments thereto.
(b) Any information regarding employees designated as SAFER
schools team members, or otherwise authorized to carry a concealed
handgun pursuant to K.S.A. 2017 Supp. 75-7c10, and amendments thereto,
including any list of such employees, that is kept or maintained by a
school district shall be considered confidential and shall not be subject to
public disclosure. The board of education of any school district that
authorizes employees to carry a concealed handgun pursuant to K.S.A.
2017 Supp. 75-7c10, and amendments thereto, shall adopt policies and
procedures for maintaining the confidentiality of the names, addresses and
other personally identifiable information of such employees. Any
individual, association, partnership, corporation or other entity that
willfully or knowingly discloses, permits or encourages disclosure of such
confidential information shall be guilty of a class C misdemeanor.”

Kansas has had concealed carry in schools since 2013

At least 300 people have sent in written testimonies against the HB 2789 bill. Because…liberal mentality and misinformation.

“This bill says that if the district adopts that policy, you have to be able to carry anywhere in the district, which means gun on your hip, kneeling down next to 5-year-olds in a kindergarten classroom. It means in an emotionally disturbed special education room, it means teaching high school seniors who are frequently more physically imposing than their teacher. It’s just a recipe for disaster.” Rep Brett Parker

Actually, his statement is incorrect. There is no verbiage in the bill that says “have to.”  And the funny part of it is…teachers have been able to concealed carry in Kansas Schools since 2013. The issue has been insurance carriers who have gouged the school districts for enormous premium prices, which in effect stopped the law from its best effect.The new bill prevents insurance companies from charging such ridiculous premiums (Section 6).

“Concealed carry is already allowed in the school districts. This just makes it to where it’s more affordable for the taxpayers in order to have this policy in place so that these school boards can move forward and not pay an arm and a leg in order to harden our schools and make sure our kids are safe.” Rep. Blake Carpenter

Once again, liberals are not paying attention to the truth. It’s not about the teachers, it’s about the safety of the students.
